Why Reps Want To Investigate Buhari Over Capital Allocation


President Muhammadu Buhari is to come under investigation of the House of Representatives on how he has been implementing the 2015 budgets most
especially as it affects Capital Projects in the last three months.

The president is also expected to explain how well he has adhered to the dictates of the Fiscal Responsibility Act in his handling of the nation’s resources.

The decision was taken by the House after an attempt by House Leader, Femi Gbajabiamila, to stave off the planned probe of the Buhari’s administration failed.

An Ad-Hoc committee was agreed upon at Thursday, August 13, 2015 plenary as the medium to carry out the special task.

Hon. Patrick Asadu (PDP, Enugu) had raised a motion on Order of Personal Privilege seeking explanation on how the core job of the Executive in Budget Implementation had been handled since the 2015 Budget was signed into law by former President Goodluck Jonathan.

The motion was titled, “Non-Implementation of Capital Projects as Contained in the 2015 Appropriation Act; Federal Government Budget and Serial Breach of the Fiscal Responsibility Act by the Federal Ministry of Finance and Threats to my Effective Representation of my Constituency.

Asadu said that his motion seeks to have the House investigate the extent of budget implementation and its effects on the nation’s economy.

In his lead debate, Asadu noted that the 1999 constitution, sections 80-83 clearly stipulates how monies belonging to the Federal Republic of Nigeria can be kept and spent and clearly vests in the National Assembly the powers to appropriate monies for expenditure by government
